It's possible to ping SERVERNAME, ping 192.168.12.2 and ping Navision2009Test and I get the expected answers, so no problem there... A easy way to check this is to connect from the server using the database server. I used port 2410/tcp, I do not know what range you can actually use but Micosoft recommend 2407 and 2408 so I thought I would be OK with 2410. We have the same problem and it tells us something about the 'host' and 'service' tables underneath the "TCP/IP error ECONNREFUSED".
